Everyday Hero of the Day: NYC construction worker Gary Russo has made a habit of serenading 2nd Avenue passers-by with Frank Sinatra standards during his 30-minute lunch breaks.
Armed with a karaoke kit he brings to work every day, Russo, a Local 40 ironworker, attempts to dispel the constant construction noise, if only for a little while.
“Forget all the noise, traffic and the impact of the 2nd Ave. Subway,” reads the sign just behind him. “Enjoy the music.”

Breaking News of the Day: The House today voted to approve an 11th-hour debt-ceiling deal aimed at staving off the first debt default in US history. The Senate is expected to approve the bill when it votes on it tomorrow.

Spending Cuts: According to the Congressional Budget Office, the Budget Control Act will cut spending by $2.4 trillion over ten years — $917 billion dollars in the first phase (only $63 billion saved through 2013) and an additional $1.5 trillion in cuts in the second phase based on the recommendations of a 12-member bipartisan congressional committee (nicknamed “Super Congress”) slated to meet later this year; a failure on the part of the committee to propose additional cuts will set off a last-resort “trigger” cutting $1.2 trillion in spending down the middle — 50% from defense, 50% from non-defense, with a few exceptions; pie chart: What Gets Cut If The Debt Commission Doesn’t Agree?
Debt Ceiling: The deal allows President Obama to raise the debt ceiling by about $900 billion, keeping America solvent through the end of 2012.
Balanced Budget Amendment: Both the House and Senate must vote on balanced budget amendment to send to states requiring two-third majority by December 31st; Ezra Klein: Could a balanced-budget amendment ever pass the states?
Criticism & Concerns: The deal does not address the Social Security tax cut and extended unemployment benefits — both set to expire this year; economists expressed concerns over the deal’s lack of economy-stimulating measures, forecasting that spending cuts coupled with the tax cut’s expiration would reduce growth by 1.5 percent and weaken an already fragile economy further; in addition, the deal may not be enough to avoid a downgrade from credit ratings agencies; other gripes from both left and right.
